What is the Development Services Database?

The Development Services Database (BUR) is a free nationwide online platform bringing together development services co-funded by the European Union, including training, courses, postgraduate programmes and consultancy. It is managed by the Polish Agency for Enterprise Development (PARP) and was created primarily to help businesses and their employees access a broad range of educational and development services. It connects training and consultancy providers with people who want to learn and, above all, promotes lifelong learning.

Who can use it and what support is available?

Who can use BUR?

  • micro, small and medium-sized enterprises (businesses employing up to 249 people)
  • employees who want to improve their qualifications with support from their employer
  • self-employed people, including sole traders
  • adults who want to develop their competencies on their own initiative

You do not need to be unemployed. These are not courses provided through a public employment office.

Access to BUR is open, but eligibility for funding is determined by the regional operator. It is therefore important to review the rules applicable in your province.

What benefits and opportunities does BUR provide?

BUR offers a range of benefits for individual participants and employers.

For individual participants:

  • a genuine opportunity to gain or supplement qualifications without placing undue strain on your budget
  • an opportunity to change career path or enter a new sector, such as wind energy
  • certificates confirming course completion and the competencies gained

For employers:

  • the opportunity to train employees with funding support
  • flexible training planning using a broad range of services
  • greater business competitiveness through a better-qualified workforce

Every course listed in BUR is delivered by a verified service provider and rated by participants.

How can you obtain funding for IM Training courses?

Four steps are all it takes

To receive funding through the Development Services Database (BUR), you need to register in the system and complete the formalities with your regional operator.

In practice, the process consists of four stages:

1. Register in the system

  • Create a profile at uslugirozwojowe.parp.gov.pl.
  • If you are an employer, create a Company Profile and add your employees to it.

2. Choose a Regional Operator

Funding comes from EU funds managed by Regional Operators in individual provinces.

  • Check the current list of operators and partners to find out which organisation awards funding in your region.
  • Submit your funding application directly to the Operator. Once it has been approved, you will receive a support ID.

3. Enrol on a service

  • Use the BUR search engine to find the training course you are interested in.
  • Select only offers marked “Funding available”.
  • When enrolling on a course, you must provide your support ID so that the system can link the service to your funding.

4. Complete the service and settle the funding

  • Complete the training and then fill in the evaluation survey in the BUR system. This is required in order to settle the funding.
  • Funding usually covers up to 80% of the service cost, although the exact rates and conditions depend on the rules of the specific project managed by your Operator.
Detailed technical steps are described in the BUR system user guide.
