From June 10–12, 2025, the city of Świnoujście hosted the most important wind energy event in Poland – the PSEW Congress 2025. Nearly 2,500 participants took part, including representatives from the onshore and offshore sectors, government bodies, policymakers, and business leaders.
The opening session featured the official launch of the ORLEN Neptun Installation Terminal, and Ocean Winds announced a strategic partnership with Orlen. The terminal is expected to play a key role in supporting offshore wind investments in the Baltic Sea.
Janusz Gajowiecki, President of the Polish Wind Energy Association (PSEW), presented the appeal titled “Wind Energy for a Strong Poland”, highlighting three key demands:

simplifying investment procedures,

supporting domestic industry and energy consumers,

ensuring legal stability and predictability for investors.
Key attendees included:

Arkadiusz Marchewka – Secretary of State at the Ministry of Infrastructure,

Robert Kropiwnicki – Secretary of State at the Ministry of State Assets,

Miłosz Motyka – Deputy Minister of Climate and Environment.
They all emphasized the strategic role of wind energy in strengthening Poland’s energy security and driving the growth of local supply chains.
During the event, the “Declaration of Interregional Cooperation” was also presented by the marshals of the West Pomeranian, Lubusz, and Greater Poland regions, who pledged joint efforts to develop infrastructure for offshore wind farms in the Baltic.
The congress featured key discussions on the green energy transition, offshore investment, reindustrialization of supply chains, and the role of wind power in the EU energy mix. According to estimates by PSEW and WindEurope, wind energy is expected to account for 34% of the EU’s power mix by 2030, and over 50% by 2050.
